The Philippine Deposit Insurance Corporation (PDIC), by virtue of its authority to issue rules and regulations for banks under Section 3(b)(1) of Republic Act No. 3591, as amended, hereby issues the following guidelines for compliance of banks to expedite communication and response times between the PDIC and banks, and to improve accessibility to official correspondence:

Beginning 1 April 2025, the PDIC will transmit official correspondence to banks through their electronic mail (e-mail) address/es of record as indicated in their most recently submitted Bank Information Sheet (BIS), which e-mail address/es, henceforth, shall be considered by the PDIC as the banks’ official mailbox/es. All official correspondence transmitted by the PDIC to the bank’s official mailbox/es during business hours (8:00 AM to 5:00 PM, Philippine Standard Time) shall be deemed received by the bank on the same business day. Official correspondence sent outside business hours shall be deemed received by the bank at the start of the next business day.

In case of a change in its official e-mail address/es, the bank must submit to the PDIC the duly accomplished BIS-Form1 (Annex A) reflecting the bank’s new e-mail address/es, together with the duly signed and notarized sworn statement, in accordance with Regulatory Issuance No. 2021-01 (Revised Rules and Regulations on Record-Keeping of Bank Deposits and Reportorial Requirements from Banks), within thirty (30) banking days from the date of said change; Provided, that all PDIC official correspondence transmitted to the official e-mail address/es of record of the bank shall continue to be deemed received in accordance with Section 1 above until such time that the PDIC has acknowledged receipt of the duly accomplished BIS-Form 1.

For purposes of designating its official mailbox/es, newly established banks must duly accomplish and submit the Official Electronic Mail Addresses Designation Form (Annex B) to the PDIC not later than fifteen (15) banking days from the start of its operations as indicated in the corresponding Circular Letter issued by the Bangko Sentral ng Pilipinas, pending submission of their BIS.

Banks shall be fully responsible for regularly and diligently monitoring and maintaining their official e-mail addresses of record, and shall undertake such measures to ensure prompt receipt of all official correspondence from the PDIC including, but not limited to, the following:

Whitelist PDIC’s Domain: Add the PDIC’s e-mail domain (i.e., @pdic.gov.ph) to their safe sender list, allowing all messages from the PDIC.

Manage Spam and Security Filters: Regularly review spam filter settings to prevent PDIC e-mails from being marked as spam, and periodically check junk folders for misclassified PDIC e-mails.

Maintain E-mail Servers: Regularly monitor and maintain e-mail servers to avoid downtime, ensure storage limits do not block e-mails, and configure servers to accept typical attachment sizes sent by the PDIC.

Conduct E-mail Testing: Periodically test e-mail functionality with the PDIC to confirm successful delivery, and train staff to manage e-mail folders and promptly report issues.

Official correspondence to the PDIC transmitted by the bank using its official e-mail address/es during business hours (8:00 AM to 5:00 PM, Philippine Standard Time) shall be acknowledged by the PDIC within 24 hours of receipt or, if the former falls on a non-working day, on the next business day.
These guidelines shall not apply to pending cases or to notices required or given under contracts/agreements, which shall continue to be governed by the pertinent rules of procedure or the provisions of said contracts/agreements, as the case may be.
