SUBJECT :Revised Rules and Regulations on Advertisements and Proper Use of the PDIC Seal, Insurance Statement and Signages

Pursuant to Section 3 (b) (1) of R.A. 3591, otherwise known as the PDIC Charter, as amended, the Board of Directors of PDIC by virtue of Resolution No. 2025-06-058 dated 16 June 2025, approved the promulgation of the following:

Section 1. Statement of Policy

PDIC shall, as a basic policy, promote and safeguard the interests of the depositing public by providing insurance coverage on all insured deposits and helping maintain a sound and stable banking system.

The PDIC shall promulgate regulations that will provide for the proper use of its corporate seal, insurance statement, and signages pursuant to Section 9 (First) of the PDIC Charter, as amended, authorizing PDIC to adopt and use a corporate seal, and Section 26 (a) of the PDIC Charter which mandates every insured bank to use and display the PDIC official signages at its place of business, and to include a statement in all their advertisements that deposits are insured by PDIC.

Section 2. Coverage

These Rules prescribe the guidelines on advertisements, proper use, availment and display requirements of the following:

  1. the PDIC Seal

  2. the PDIC Insurance Statement; and

  3. the PDIC Signages.

Section 3. The PDIC Seal

  1. The PDIC Seal is a gold yellow semi-circle with the full name of PHILIPPINE DEPOSIT INSURANCE CORPORATION in blue font, partly surrounding the acronym “PDIC” which is also in blue font. The PDIC seal represents protection, continual pursuit of service excellence, simplicity, clarity, and transparency in the discharge of PDIC`s mandates.

    The PDIC Seal is attached as Annex A and made an integral part of this Regulatory Issuance.

  2. Use of the PDIC Seal

    1. The PDIC Seal shall be exclusively used to officially represent the PDIC. The manufacturing and reproduction of the PDIC Seal for whatever purpose, without prior written consent of the PDIC are prohibited.

    2. The PDIC Seal, or any likeness or substantial part thereof, can only be used or displayed in the following cases:

      1. Use in accordance with Section 5 of this Regulatory Issuance;

      2. Printing or publication in books, journals, pamphlets, periodicals or magazines incident to a description or history of the PDIC, with prior written approval of the PDIC;

      3. Display in libraries, museums, or educational facilities incident to descriptions or exhibits relating to the PDIC;

      4. Photographic or electronic visual reproduction in pictures, moving pictures, telecasts, or otherwise of bona fide news content relating to the PDIC; and

      5. Such other uses for exceptional historical, educational, or newsworthy purposes, with prior written approval of the PDIC.

Section 4. The PDIC Insurance Statement

  1. The PDIC Insurance Statement is: "Deposits are insured by PDIC up to ₱1 Million per depositor."

    1. The PDIC Insurance Statement may only be used by banks.

    2. The PDIC Insurance Statement shall be used by banks in their general advertisements and in advertisements pertaining to their deposit products, such as but not limited to the following channels:

      1. Video advertising (TV, YouTube, websites)

      2. Audio advertising (Radio and podcasts)

      3. Print and digital publications (i.e., newspapers, brochures, flyers, posters, magazines, journals, directories, leaflets and other printed marketing collateral)

      4. Out-of-home advertising (i.e., billboards, murals, e-kiosks, signages, transportation vehicles, airports)

      5. Social media (i.e., Facebook, X, Instagram, LinkedIn, etc.)

      6. Other official marketing/ advertising platforms of banks

    3. For the purpose of this Regulatory Issuance, “general advertisement” refers to advertisement of banks, disseminated through channels stated in Section 4(A)(2) above, containing the banks’ names and/or logos, but do not specify any particular bank products or services.

    4. The PDIC Insurance Statement shall also be indicated in the following and other platforms where the banks’ deposit products and services are mentioned:

      1. website;

      2. mobile applications; and

      3. social media (i.e., Facebook, X, Instagram, YouTube, LinkedIn, etc.)

    5. In the case of video advertising, the PDIC insurance Statement should appear on the final frame of the advertisement.

      For audio advertising (i.e., radio commercials, podcast episodes, etc.), the PDIC Insurance Statement should be mentioned in its entirety, clearly and audibly voiced over, without being cut-off, in the last line of the advertisement.

    6. Regardless of platform used, with the exception of audio advertising, all mentions of the PDIC Insurance Statement in bank advertisements (as indicated in Section 4(A)(2) of this Regulatory Issuance) shall be of such size and print that is markedly visible and readable.

  2. Prohibited Use of the PDIC Insurance Statement in a Bank Advertisements

    The inclusion of the PDIC Insurance Statement in the following bank advertisements is strictly prohibited:

    1. Print, video and audio advertisements relating, but not limited, to:

      1. Trust and investment products or services;

      2. Electronic money;

      3. Deposit substitutes;

      4. Debt and capital instruments;

      5. Loans and credit;

      6. Credit card products which do not require the maintenance of or are not linked to a deposit account; or

      7. Financial products of a bank`s allied undertakings or of its investment house units.

    2. Recruitment of bank personnel except when the advertisement on recruitment also includes the announcement of the opening of a new branch or office; and

    3. Insurance coverage of addition to or renewal of existing deposits and new deposits made after termination of insured status provided in Section 8(b) of the PDIC Charter.

Section 5. The PDIC Signages and Display Requirements

  1. A. PDIC Signages

    The PDIC Official Signages are composed of the following:

    1. Physical decal;

    2. Standee; and

    3. Digital decal.

    The above signages bear the PDIC Seal and Official Insurance Statement as described in Sections 3(A) and 4(A), respectively.

    An illustration of the PDIC signages is shown in Annex B and made an integral part of this Regulatory Issuance.

  2. B. Display Requirements

    1. The physical decal shall be prominently and continuously posted at the entrance of a bank`s head office, branches, and branch-lite units, while the digital decal shall be prominently and continuously displayed in the official website, digital channels, ATMs and other similar machines.

    2. The standee shall be prominently and continuously displayed on all the tellers’ and New Accounts counter/s of a bank.

  3. C. Availment

    1. The physical decal and standee shall be acquired exclusively from the PDIC Insurance Department. The digital decal is available for download from the PDIC website, www.pdic.gov.ph.

    2. The PDIC Signages are complimentary for all banks and are not for sale. These may not be reproduced for sale or use and may only be acquired from the PDIC.

Section 6. Sanctions & Penalties.

  1. The violation of this Regulatory Issuance shall subject the erring bank and/or its directors, officers, employees, or agents to administrative fines as may be determined to be appropriate by the PDIC Board of Directors, pursuant to Section 26 (f) of the PDIC Charter [Republic Act No. 3591, as amended].

  2. The foregoing is without prejudice to the institution of appropriate civil and criminal actions against any person or entity, including a bank and its directors, officers, employees, or agents for violation of this Regulatory Issuance.

  3. PDIC reserves the right to order the removal of the PDIC Seal, Insurance Statement and Signages in any display, sign, or exhibit, and/or discontinuance of the use thereof in any manner inconsistent or in contravention with this Regulation, without prejudice to the imposition of other sanctions under Section 26 of the PDIC Charter [Republic Act No. 3591, as amended].

Section 7. Repealing Clause

The Revised Rules and Regulations on the Use of PDIC Seal and Advertisement of PDIC Membership and Deposit Insurance Coverage (Regulatory Issuance No. 2019-01) is hereby repealed. All other rules and/or regulations that are inconsistent with this Rule are hereby repealed, amended or modified accordingly.

Section 8. Separability Clause

If any part or provision of these Rules is declared unconstitutional or illegal, the other parts or provisions shall remain valid.

Section 9. Effectivity

These Revised Rules and Regulations on Advertisements and Proper Use of the PDIC Seal, Insurance Statement and Signages shall take effect fifteen (15) days after publication in a newspaper of general circulation and filing thereof with the University of the Philippines Law Center Office of National Administrative Register.
