22. How does PDIC coordinate with the BSP and other financial regulators?

The PDIC is an attached agency of the BSP for program and policy coordination. The PDIC Board of Directors is chaired by the BSP Governor. As such, the PDIC has standing agreements with the BSP on information-sharing and examination of banks which provide arrangements on the sharing of relevant information and supervisory concerns.

The PDIC is also a member of the Financial Sector Forum (FSF), the Financial Stability Coordination Council (FSCC), and the Financial Inclusion Steering Committee (FISC). The FSF is an inter-agency body comprised of the BSP, Securities and Exchange Commission, Insurance Commission, and the PDIC. It serves as a platform for discussing supervisory approaches and issues, as well as emerging risks in the financial sector. In the spirit of cooperation, the FSF members have entered into agreements on electronic information system, cooperative oversight framework on fintech innovation, and financial conglomerate supervision.

The FSCC is composed of the FSF members, with the addition of the Department of Finance. The FSCC aims to enhance the resilience of the financial system by assessing possible systemic risks and determining appropriate macroprudential policy interventions.

Meanwhile, the FISC is the interagency governing body that leads the coordinated and collaborative approach in implementing the country’s National Strategy for Financial Inclusion (NSFI). The FISC provides guidance in the development of its various policies, regulations, supervisory frameworks, programs, and initiatives.
