INVITATION TO BID

PDIC thru its BAC invites interested bidders to bid for the project below:

Approved Budget of Contract P 1,100,000.00
Source of Funding 2010 Budget
Contract Duration Five (5) weeks from the date of submission of materials to the ad agency
Minimum Qualifications of the Bidder The advertising agency must have:
  1. Proven capability and track record in the advertising business for the last five (5) years.

  2. Produced an award-winning Annual Report for a commercial bank or a government bank for the past three (3) years (2007 or 2008 or 2009). Preferred award-giving bodies are Anvil, or Gold Quill or Management Association of the Philippines (MAP).

  3. Accredited printers with at least two (2) full- color printing machines.

  4. Tie-up with photographers and creative directors who shall provide creative direction during photo shoot and have expertise in digital enhancement or alteration.

  5. Tie-up with copywriters who shall undertake full copy development for the AR including research, interview and editing.

  6. In-house creative personnel assigned specifically for this project.

  7. Maintain a corporate website/domain for e-mail and internet facilities.

The eligibility screening of bidders, evaluation of bids and awarding of contract shall be governed by Republic Act No. 9184 (RA 9184) and its Implementing Rules and Regulations (IRR).

Criteria for eligibility check, examination and evaluation of bids and post-qualification shall be on a non-discretionary pass/fail basis.

Only bidding documents actually issued and purchased from PDIC shall be the bases for acceptance of bids (RA No. 9184 - IRR Sec. 17.4). Only those who have purchased the bidding documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.

PDIC reserves the right to accept or reject any or all bid proposals, or declare the bidding a failure, or not award the contract, or suspend or cancel this procurement project at any time. PDIC makes no assurance that a contract shall be entered into as a result of this invitation. Furthermore, PDIC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of bids.

PDIC shall in no case be held responsible or liable for any and all costs associated with the bidders’ participation in the bidding process regardless of its results.
