The PDIC, thru its Bids and Awards Committee (BAC), invites interested bidders to bid for the project below:

Minimum Qualifications of the Bidder
  1. Bidder must have been individually engaged in the financial systems business for the last five years (2005 – 2009)
  2. Bidder must have satisfactorily completed a similar project [Treasury, Investments and/or [General Ledger (GL)] using the same solution for at least two (2) local institutions within the period 2005 – 2009.
  3. The software solution being offered herein and/or the bidder has no unsuccessful project implementation that is subject to dispute or arbitration with a client in the last five years. If the case has been decided in favor of the Bidder, the same shall be qualified to bid.

Cost of Bidding Documents P30,000.00

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

Interested bidders may obtain further information from PDIC and inspect the bidding documents at the address given below.

Only bidding documents actually issued and purchased from PDIC shall be the bases for acceptance of bids (RA No. 9184 - IRR Sec. 17.4). Only those who have purchased the bidding documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.

PDIC reserves the right to accept or reject any or all bid proposals, or declare the bidding a failure, or not award the contract, or suspend or cancel this procurement project at any time. PDIC makes no assurance that a contract shall be entered into as a result of this invitation. Furthermore, PDIC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of bids.
