PDIC Launches Occasional Paper in Int'l Meet

The Philippine Deposit Insurance Corporation (PDIC) recently launched the second edition of the PDIC Occasional Paper Series during the 6th International Association of Deposit Insurers (IADI) Annual General Meeting and Conference held in Kuala Lumpur, Malaysia recently.

Canada Deposit Insurance Corporation (CDIC) Director for Policy and International Department David Walker authored the paper, "Deposit Insurance in Selected Asian Countries: Before and After the Financial Crisis". The paper shares insights on the development of new deposit insurance systems in Asian region after the financial crisis in 1997, examines their similarities and differences and explores opportunities for greater information-sharing and cooperation among all deposit insurers in East Asia.

Walker stated in his paper that new systems have emerged in Hong Kong, Indonesia, Malaysia, Singapore and Vietnam while pre-existing systems”such as those in the Philippines, Japan and Korea”have been enhanced from experiences gained during the 1997 crisis. He added that Thailand and the People's Republic of China are also planning to introduce their own deposit insurance systems.

Walker has a broad range of experience in economics, deposit insurance and financial supervision within the private, government and academic sectors. He has been active in helping countries develop and enhance their deposit insurance systems. He is Canada's representative to the IADI Research and Guidance Committee and is chair of IADI's Guidance Group responsible for developing core principles and effective practices for deposit insurance systems.

PDIC Officer-in-Charge and Executive Vice President . Imelda S. Singzon expressed appreciation to Walker for collaborating with the PDIC to publish his paper. IADI Asia Regional Committee Chairman Mutsuo Hatano highlighted the relevance of the paper as a valuable material not just to deposit insurance systems in Asia but also to all other DIS around the world.

The PDIC Occasional Paper series was launched in 2005 in response to the growing recognition of the need to inform the public about the role of a deposit insurer in the financial safety net. It was designed as a source of relevant information on deposit insurance and other issues concerning the financial system which is accessible to the general public. Its publication is part of the initial steps undertaken towards fulfilling PDIC's goal of becoming a rich repository of information on deposit insurance and financial stability issues.
