PDIC urges Export & Industry Bank depositors to file deposit insurance claims

The Philippine Deposit Insurance Corporation (PDIC) called on depositors of the closed Export and Industry Bank (EIB) who have not yet filed their deposit insurance claims to file their claims either by mail or personally. The PDIC disclosed that more than 10,000 account holders of EIB have not yet filed their claims.

Out of a total of 46,134 deposit accounts that were maintained with EIB, PDIC has paid claims for 34,226 accounts or 94.7% of the total filed claims of 36,153 as of August 9, 2012. The total number of paid claims includes payments made to 21,348 valid accounts with balances of no more than P10,000. Depositors with account balances of no more than P10,000 who have not filed their claims and have not received their checks are encouraged to call telephone numbers (02) 841-4630 or (02) 841-4631, or e-mail pad@pdic.gov.ph (Attention: Ms. Tess Salcor or Ms. Joan de Leon).

In addition, 1,927 claims or 5.3% of the filed claims were either being processed, awaiting compliance from depositors of documentation requirements, or have been the subject of a netting out process against their loans due to EIB.

PDIC also reported that it had earlier concluded the onsite claims servicing operations (CSO) for all EIB branches but will continue to receive deposit insurance claims until April 28, 2014 either through mail or personally at the PDIC Claims Counter, 4th Floor, SSS Bldg., Ayala Ave. corner V.A. Rufino St. Makati City. PDIC will receive claims from Monday to Friday, 8:00 a.m. to 5:00 p.m.

PDIC advised depositors to mail to PDIC or personally bring their accomplished Claim Forms, Claim Status Sheets, original and photocopy of evidence of deposit such as Savings Passbook and Certificate of Time Deposit, and original and photocopy of two (2) valid IDs bearing the signature of the depositors. PDIC will accept the following IDs: Driver’s License, SSS/GSIS ID, Senior Citizen’s ID, Passport, PRC ID, OWWA/OFW ID, Seaman’s ID, Alien Certificate of Registration ID, or Voter’s ID.

Depositors aged 18 years old and below are required to submit either a photocopy of their Birth Certificates issued by the National Statistics Office (NSO) or duly certified copies issued by the Local Civil Registrar as an additional requirement.

In case the claimant is not the signatory in the bank records, an original copy of a notarized/authenticated Special Power of Attorney issued by the depositor or parent of a minor depositor is required.

Claims will be processed at the PDIC Office and Notices of Payment or document deficiencies will be sent to the depositors by mail. The requirements and procedures in filing claims are posted in the bank’s premises and at the PDIC website, www.pdic.gov.ph.

The PDIC clarified that the filing of claims is only for the insured deposits. The uninsured portion of the deposit accounts or the amount in excess of the maximum deposit insurance coverage will be dealt with separately.

The Philippine Deposit Insurance Corporation (PDIC) was established on June 22, 1963 by Republic Act 3591 to provide depositor protection and help maintain stability in the financial system by providing permanent and continuing deposit insurance. Effective June 1, 2009, the maximum deposit insurance coverage is P500,000 per depositor. All deposit accounts by a depositor in a closed bank maintained in the same right and capacity shall be added together. A joint account shall be insured separately from any individually-owned deposit account.
